The suspect, believed to be a debtor-turned harasser who'd assisted loanshark syndicates in operations within the Ang Mo Kio, Defu Lane, Whampoa, Woodlands and Yishun estates, was picked up in the vicinity of Allenby Road by officers from the Jurong Police Division.
He was in possession of loanshark paraphernalia like bicycle locks, bottles of paint, a cap, as well as marker pens, during the arrest.
The suspect was charged in court on Friday, Dec. 12 under the Moneylenders Act 2010 (Revised Edition). First-time offenders face up to five years in jail, a fine no less than $5,000 and no more than $50,000 and minimum three strokes of the cane, if convicted.
