Residents moving out of Elias Road because of one manTwo households at Block 612 Elias Road are planning to move out because of 33-year-old Liew Chin Siong, who apparently has been causing problems in the neighbourhood for over five years.  Among them are making round-the-clock noise, leaving items dangerously outside his flat and even hitting a neighbour's son with a stick, The Straits Times (ST) reports.  Neighbours like 64-year-old Mr. Ismail Jan, say Liew bangs on the walls and the ceiling with what sounds like a solid object. When an ST journalist knocked on his door in the middle of one such incident, he didn't respond, but the banging continued and could be heard from as high up as the 13th storey.   Coconuts Singapore found the area underneath Liew's second-floor kitchen had been cordoned off by the Pasir Ris-Punggol Town Council due to a blind rail dangling precariously from the window. The rail has apparently been there since August.  Though numerous complaints have been sent to the Council, the Housing Board and the police, the matter still persists as they've all been unable to contact Liew.
