Internal Affairs: Possible negligence of duty in KTPH shooting

Following the shooting at Khoo Teck Puat Hospital which injured one police officer, Member of Parliament Hri Kumar had asked what the safety and security protocols are when police escort persons-in-custody (PIC) in hospitals, and whether such protocols were adhered to in the incident and if changes will be made to the protocols arising from this incident. Deputy Prime Minister and Minister for Home Affairs Teo Chee Hean responded in a written Parliamentary reply on Monday, that the police’s Internal Affairs Office (IAO) is conducting an investigation into possible negligence of duty by officers involved in the shooting at Khoo Teck Puat Hospital, Channel NewsAsia reports. DPM Teo pointed out that the police’s preliminary investigations revealed that escort procedures, which were last reviewed in 2014, are “generally sound”. In the wake of this incident, audits are being conducted to ensure that procedures are properly adhered to, he added. He also said that the Ministry of Home Affairs has an independent review mechanism that the minister can convene to look into cases of significance, which will be done in view of the seriousness of the incident. The findings from these investigations will allow the police to identify shortcomings in compliance and also take action to address gaps, if any, in existing procedures, added DPM Teo.
