A 25-year-old Indian natonal who is related to the murder of the topless decapitated woman found at the canal between McNair and St. George's roads has been arrested.
According to TODAY's live twitter feed, there are two suspects to the murder — the other having escaped Singapore on that day by bus via Woodlands checkpoint.
